Release updated version of Federated Learning RO-Crate profile

Criteria:

• A version of the profile that includes all changes necessary to achieve Release tool which can generate a Federated Learning RO-Crate at the end of a Flower run #240 is released and tagged on GitHub
• Additional issues may be addressed, prioritizing requests from users
  • these are tracked as sub-issues; not all sub-issues need to be addressed to close this issue
