Release tool which can generate a Federated Learning RO-Crate at the end of a Flower run

This could be a standalone package/plugin that you use alongside Flower, or we could integrate it more closely into the Flower codebase (needs some investigation of what metadata is available without accessing core Flower code, and obviously a closer integration would also require discussion with the Flower devs).

Criteria:

• the RO-Crate is generated automatically at the end of the run (or with a single extra command)
• The RO-Crate conforms to the Federated Learning RO-Crate profile (which may be updated alongside this work, see Release updated version of Federated Learning RO-Crate profile #241 )
• The tool can be installed from an appropriate registry (e.g. PyPI if a python package, DockerHub if a container)
