Check sha256 checksum when downloading Notation binaries and plugins #9
Description
GitHub's built-in tooling only provides a simple download that does not provide a sha256 checksum when downloading. To improve the security posture of the tool, replace the provided download functions with a cross-platform method that adds a checksum.
