Conda recipe of wxpython in diffpy channel

We should update conda recipe of wxpython.

It is only released on the linux 32 platform and the conda on any platform except linux-32 cannot find this package in the channel.

We should change the platform to noarch.

recipe is already updated. I see Povals' build script. The scripts make the package only build on linux-32 mechine. I am not sure the aim. I will try to build it in a linux container or I can set up a CI.

I have added our own package for linux-32/wxpython-3 because it was not available in the default conda channel.
I guess barely anyone uses a 32-bit linux today so it should be OK to stop supporting PDFgui on that architecture.

In other words, no need to maintain our own wxpython package, users should get wxpython from conda.
Songsheng - please make sure wxpython is obtained from a conda channel. If they stopped providing wxpython-3,
it might be still available in some legacy/archive channels.
