Shall we have an `exclude-tools.txt` file to ignore reports from analyzers?

Certain analyzers like cppcheck, shellcheck generate large amount of false positives for some packages. This issue tracks implementing an exclude-tools.txt file per package under known-false-positives repository to make it easier to ignore their results.
