Governance: Rename or split CONTRIBUTORS.md into MAINTAINERS.md

1. remove similarity confusion with CONTRIBUTING.md
2. align better with the name that is specified by the CHAOSS governing docs re: the new election process

also we should review that file to make sure that the people it names should be granted the rights/privileges according to the election process
