evm: ABI encoding helpers, logs/events indexing, and improved receipts

Goal

Make EVM workflows developer-friendly beyond the current minimal deploy/call scaffolding.

Scope

• ABI encoding/decoding helpers (CLI or library)
• Expose logs/events in receipts/indexer
• Improve contract call UX (function signatures, args)

Acceptance criteria

• A developer can deploy and call a contract using ABI inputs without manual calldata
• Receipts expose logs/events for explorer use

Roadmap note: for Uniswap/Balancer-class dApps, logs/events and ABI tooling are the gating items. This issue is the primary dApp-readiness blocker once tokenomics is in place.
