The steps to reproduce the bug

1. Have physical network with a tag

2. Navigate to Network , > Try to create a network > No offering is listed

3. An incorrect message is displayed

4. The issue is not present if there are network offerings with same physical tag

Expected behaviour

A proper message should be thrown saying that no network offering are present with the tag
