Describe the bug

1. Hit enter on a folded toggle block, see another toggle block appear, remove toggle toggle block, see content from 1st toggle block become unested

2. When toggle block is empty, I can't move a block inside

Separating these issues going forward:

1. I am not able to reproduce this particular issue. Could you specify your environment (OS, Browser?). Would you able to reproduce this issue in our playground?

2. Think this is a duplicate of Empty toggle list doesn't allow drag and drop #2109
