A token to send a notification for each user?

Hello. Do the tokens that SmartThings ([Access Token Response Example](https://developer.smartthings.com/docs/devices/cloud-connected/interaction-types#reciprocal-access-token)) issues to send notifications from the device developer's server need to be stored for each user, or is it a common token for all requests from the server?
