As an aside, the python tests seem to be failing intermittently due to a ddos against canonical (https://status.canonical.com/). When we are able to pull the image they pass |

Bumping ci-queue to v0.94.0 to release the minitest 6 compatibility added in #407. Without these changes applications cannot use minitest 6.
