Footers: What should they say and how should they look?

Now that the footers are being displayed in all Pythia, we need to decide what should be in their text, and how the overall look of them should be.

A lot of relevant details are here in foundations-pr#536

As of right now, we have a redundant footer definition locally in this repo (#531). I just submitted #568 to remove this so we can focus effort on the upstream footer definition, which is here.

EDIT: the local footer removal is already in #566 so let's focus on that one.
