I think this is now largely addressed by SAFs (#5310), which draw a line between HTTP serialization/deserialization (core OAS) and higher-level features which create exception to the low-level HTTP rules. While that does not strictly define a boundary with Arazzo or OAS, most potential Arazzo features would probably be SAFs and could be discussed as needed, while the most contentious Overlay boundary would be alleviated by #5314, a SAF prerequisite. I'm going to close this as resolved. |

In addition to these high-level statements, which are what I'm mainly focused on, there are practical overlap concerns that need to be hammered out. These should be done on an as-needed basis, rather than spending a lot of time trying to draw pre-emptive boundaries that might hinder innovation.
