CE_TARGET URL failures with public or internal URLs

When using the internal endpoint for the function, I get these errors:

Successfully called CE URL of app or function with response: '429'
Successfully called CE URL of app or function with response: '503'

However, when I use the public endpoint for the function, I get a "fetch failed".

@jeremiaswerner - any idea?
