FW13 AMD EC never wants to set fan duty to 100%

Even when the CPU is at 94°C, it only runs at ~6900 RPM, while framework_tool --fansetduty 100 turns it to ~8000 and reduces temperature to 89°, calling framework_tool --autofanctrl reduces it back.

this is expected. the EC will not go over 6900 as the acoustic limit is reached at this speed. Cooling is sufficient at this temperature.
