Model (GPT 5.4) doesn't know read tool can read images

Description

Model doesn't know it can read an image with the read tool, likely the tool description is a bit too short haha

Steps to Reproduce

1. Ask GPT5.4 to read image
2. It instead uses pillow or something dumb
3. Ask it use read tool
4. It reads it fine

Expected Behavior

It knows to read an image with read tool
