namepsace in alias error

**Describe the bug**
Aliases can be specified in a nodeset file.  If an alias contains a namespace index, the local namespace index in the alias is not mapped into a global namespace index.

Example:
```
 <Alias Alias="InformalEventDataType">ns=1;i=3003</Alias>
```
